Maitland's future plans

Across April and up until 15 May 2022, we sought feedback from the community on the future plans for Maitland. All submissions received during the consultation period will be included in an engagement report for consideration by Council.
  • Maitland + 10, our Community Strategic Plan is a direct result of listening to you, the community, as to your aspirations for the next decade and your ideas for creating that future together.  

  • The Delivery Program and Operational Plan, highlights how Council will contribute to achieving the community’s aspirations over the next four years with specific actions for what we will do over the next 12 months, incorporating our annual budget, ratings and fees, and charges.

  • The Long Term Financial Plan has been developed to ensure Council understands the financial impacts of delivering the community’s aspirations, considering projected income and costs.

What is the Community Strategic Plan ‘Maitland + 10’?

Council prepares the Community Strategic Plan on behalf of the community. We call ours 'Maitland +10' and it highlights exciting outcomes for the future of Maitland. At the start of each new four year Council term, the Plan is reviewed to make sure it is aligned with community aspirations. It is the highest level strategic planning document for Maitland.  

What is the Delivery Program?

Also at the start of each Council term, the new Council develops a Delivery Program to outline the organisational objectives for the next fours years. These objectives are selected to achieve the aspirations set out in the Community Strategic Plan 'Maitland +10'.

What is the Operational Plan?

The Operational Plan delivers the objectives of the Delivery Program through listing actions Council will undertake over the course of the financial year, along with how these will be measured. It also includes a statement of budget, capital works program, information on rates, and a list of user fees and charges. 

What is the Long Term Financial Plan?

Our Long Term Financial Plan is a tool that forecasts our possible income and outlines the expected costs of providing Council’s services over the next ten tears. It considers more than just one future path, accounting for economic assumptions, changes to the way we do business, potential income and expenses associated with our assets and facilities. 

Why is there projected rate increase mentioned in the Long Term Financial Plan?

Council mentions a projected rate increase in order to manage and cover the costs of the following projections: 

  • Substantial fluctuation to the timing of population increase, noting that regional migration is anticipated to be higher than projected following the COVID 19 pandemic  

  • Construction costs being higher than anticipated  

  • Changes to legislation with significant implementation costs to Council  

  • Significant fluctuation in the rate of return on investments  

  • Staffing related costs increasing 

  • Reduction in grants attained by council, due to changing State or Federal Government priorities  

  • Impact of continuing pandemic on both revenue and expense  

To manage these projections, Council undertakes annual monitoring to ensure that adjustments can be made to expenditures that ensure financial sustainability and meet the core operating requirements of local government.
