Doing private works on Council roads
If you're planning on carrying out works or activities on Council roads and footpaths, including constructing a driveway, you must seek Council approval before starting.
The below process and documentation is required for road and construction zones.
- Fill in the Application for Work Zone.
- A Traffic Management Plan (TMP) prepared by an TfNSW accredited certifier in accordance with Roads and Maritime Services, Traffic Control at Work Sites Manual.
- Submit the application to [email protected], by mail, or in person with Council's Customer Experience Team. No other methods of submitting applications will be accepted.

If you are cleaning up or doing renovations and need to place a waste container on a Council road or footpath, then you will need to complete an Application for Placement of Bulk and Skip Waste Containers and submit to Council for approval. Council’s general conditions relate to the Centre for Road Safety technical direction, Placement of Bulk and Skip Waste Containers.
The below process and documentation is required for building related works including Hoarding and Scaffolding and Other Temporary Structures.
- Fill in the Application for Hoardings, Scaffolding and Other Temporary Structures.
- A Traffic Management Plan (TMP) prepared by an TfNSW accredited certifier in accordance with Roads and Maritime Services, Traffic Control at Work Sites Manual.
- Submit the application to [email protected], by mail, or in person with Council's Customer Experience Team. No other methods of submitting applications will be accepted.
Before the surface of any road or footpath is disturbed, the licensed plumber/contractor or other person in charge of the work must immediately contact Council’s Infrastructure & Works department either in person or by phone or email and provide the necessary details to make an Application for a Road Opening Permit (S138). A copy of these conditions will then be issued prior to the commencement of work.
All current and intending homeowners, builders and designers should be aware of, and take into account, information regarding driveways. All footway crossings and driveways are to be constructed in strict accordance with Council's specifications and conditions by submitting an Application for Vehicle Access Crossing (Driveway).

Use this form to apply for approval to hold a Street Stall for fundraising or other community activity.
This application is predominately used by developers who have been conditioned within their Development Application (DA) to undertake works that require either a Section 138 Roads Act or a Section 68 Stormwater Act Approval to be issued by council. All works are required to meet the standards within council’s Manual of Engineering Standards (MOES).
The type of works includes the construction of public infrastructure items, or the modification to and/or connection to. Types of works include:
- Kerb and guttering, road pavement, footpath works
- Intersection upgrades or connection of new (subdivision) roads to existing roads
- Line marking, signage within public domain
- Public Stormwater pipelines, pits, channels,
- Private pipeline utilities running within road reserve (e.g. private sewer)
This application does NOT relate to minor connections such as private driveways, normal stormwater connection across to the kerb and gutter.
